Block or warn based on total cart value or weight.

Cart-level rules look at the whole basket rather than a single product.

Examples

• Require a minimum order value before checkout is allowed.
• Cap the maximum cart value or weight for shipping reasons.
• Show a warning when the cart is below the free-shipping threshold.
